Maramureș County aims to establish a local economic innovation environment with a regional footprint. This will be achieved by setting up a network of smart specialization parks, evenly distributed across the county in Baia Sprie, Șomcuta Mare, Fărcașa, and Târgu Lăpuș. This setup will function as a “motherboard” that will pool innovation resources, lay the groundwork for technological transfer, and facilitate access for local and regional SMEs to international expertise. This will be made possible through the management company’s membership in the largest association of scientific and technological parks (IASP) and partnerships with specialized academic centers. It will generate matchmaking opportunities between local, regional, and international players, crafting viable solutions for sustainable economic development, taking into account the region’s strengths.

The development of the industrial parks in Maramures County is an assumed priority initiative of the County Council that has the full support of the national administration. For this purpose, in January 2021, the Maramures Industrial Parks Company S.A. was established. The Board of Directors of Maramures Industrial Parks Company includes representatives of professional associations, as well as managers involved in companies such as Vertical Integration – Universal Alloy Corporation Europe.
The documentation for the four specialized smart parks: Baia Sprie, Fărcașa, Șomcuta Mare, and Târgu Lăpuș was approved in August 2023 by the County Council, and submitted to the funding call for the Regional Operational Programme of the North-West Region. In total, the funding reaches up to over 74 million euros, which includes funds for infrastructure as well as state aid for entrepreneurs investing in these parks.
The assumed funding projects address the infrastructure issues in each industrial park: water network, sewage, gas, electricity, and access roads for each plot. Thus, every entrepreneur will have plug-and-play access to the facilities needed to invest in Maramureș.
Moreover, each entrepreneur, upon selection, will benefit from state aid of up to 2.5 million euros, but not more than 60% of the actual investment, for construction and equipment in the industrial park.
De minimis aid: 200.000 EUR for SMEs
Grants: 200.001 – 2.500.000 EUR for SMEs
State aids: 10.000.000 – 100.000.000 EUR for both SMEs and large enterprises
Any other funds through National Recovery and Resilience Plan
Additional incentives that may be granted by the local public administration in accordance with the law.

Considered as one of the most picturesque regions in Romania, with a unique charm and an exquisite cultural heritage in different ethnographic areas, Maramures County has 76 administrative units, divided into 2 cities, 11 towns, and 63 communes. The most important city is Baia Mare – where most of the administrative institutions, universities, and companies are located. Maramures County is part of the North-West Region of Romania that covers six counties: Bihor, Bistrita-Nasaud, Cluj, Maramures, Satu Mare, and Salaj, representing 2.6% of the country’s territory, being ranked 15th in area among Romania’s counties.
With almost half a million inhabitants in the county, Maramures County is facing significant recent economic development. In economic terms, the North-West region is, after the Bucharest – Ilfov area, the most attractive development region in Romania, taking into consideration a well-developed labor market, higher level of salaries, and foreign investments. Current data shows that Maramures County hosts 12,842 companies, among them 11,595 are micro-enterprises.
